You don't need that bracket as long as your throttle cable is connected to the hole under the big hole, which provides the correct ratio.

Thanks your advice got me looking at the choke. It was the choke and it was full on causing this. I feel pretty stupid. Oh well, live and learn. Thank you for the input!
