looking at your pic of the throttle pedal, it seems like the cable housing isn't clipped into the pedal assembly properly? that in conjunction with the inner cable not being taut on the pedal rod will cause the whole assembly to move making it darn near impossible to adjust correctly.

^^ this right here it's gonna be wacky if the pedal isn't hooked up and you'll be chasing your tail round the long end of the gate on it.

if you support it off the frame with jackstands and not the axle, the unit will drop down and you can thread the needle up in there and shimmy shake it out. replace the soft line from the sending unit to the frame line while you're there and it's all apart.

if you're adamant about not wanted to fab 'em up yourself, you could probably make do by using two separate "kits". the 273 2bbl one as mentioned being the same up to the manifold-- which you've already got and cain't return, so lemonade there. then just scoop up a 4bbl set up and use the carb...

i had a similar issue and it was the fuel pump giving up the ghost. also, check that your tank is properly vented.

did you drain and flush the tank as well? otherwise you're just sucking up crap into that "rebuilt" carb.

flare the ends, get some of that decent EFI rubber hose to bounce the connects and good clamps and ship it. adel clamps are cheap!
