    looking at your pic of the throttle pedal, it seems like the cable housing isn't clipped into the pedal assembly properly? that in conjunction with the inner cable not being taut on the pedal rod will cause the whole assembly to move making it darn near impossible to adjust correctly.

    if you support it off the frame with jackstands and not the axle, the unit will drop down and you can thread the needle up in there and shimmy shake it out. replace the soft line from the sending unit to the frame line while you're there and it's all apart.
