Bingo. Carbide will be your best bet if it's an extremely hard steel, but make sure to use a drill press. Using a hand drill and carbide bits is a recipe for snapping a bit. Depending on how hard it is, a new cobalt bit might do the trick as cobalt tends to keep it's cutting edge longer than HSS.
Heads and compression ratio? Did they monitor the A/F ratio and actually tune the carb and adjust timing?

This exact thing happened on my Dart, it would start but right as it went back to the run position, it would die. Finally figured out that the keyed ignition switch went bad. Replaced it and it started and ran just fine.
^ Toluene is great for boost. Just look at what they did with the Formula One engines in the 80's. Many teams ran nearly 90% toluene on a turbocharged 1.5 liter engine and made over 1000 HP.
I'm guessing he's saying you will need a completely new impeller side of the torque converter. In a way, the impeller can be thought of as the "pump" of the torque converter.
