I believe it to be a "wear pad"...just something to reduce friction.
It should have come with that, but you could silicone glue a 1/8" thick piece of Nylon or Delrin there

I'm not suer of how this is mounted, but is it possible that a shim is needed.
If you loosen the starter...would it engage?? (obviously, just to try something simple)

Appreciated, but this is the "federal" or TRW style. The Saginaw style is different and I'm now believing that it was never mounted to a 225.

My new project Mopar is a 62 D100 pickup.
It takes the "Hulk" to turn this wheel, though....and almost none of these came with power steering... I've looked hard to find one, with no luck. I bought a kit online and started a conversion, so when I die....one of my kids will want this truck...

That's what mine is...but with the 225. Still cool to me, but it was designed around a shorter person. I'm having the seats done over and hoping that we'll find another inch or two
