Proportioning Valve?

I have a 71 Duster that has been converted to 73 front disc brakes. My question is should a proportioning valve be installed to get proper brake pressures to the front and rear? From the looks of it, the previous owner never did. All I found was the brake light warning switch that illuminates the dash light if there is low brake pressure in one of the systems.
