5 point harness in a car w/o roll cage...How to do it?

I have never heard of a roll cage not being allowed on the street. Heck if anything I would think that they would be welcome. They make the car much safer and protects the car and driver alot more than a stock body or frame would. Hell I think they should give you a break on your insurance too.
