$1000 budget, which mig welder???

I prefer Lincoln, but if you have a local tractor supply they handle Holberts.
Also check with welding suppliers, they can set you up with a welder to suit your needs and a bottle.
I would not waste my money on a cart, build one yourself with your new welder.
