You should also check cranking voltage. You should have tjhe same "cranking voltage" @ the power wire feeding the coil. The second you let off the key and it goes to the "run position" it then is fed via the ballast resistor. I believe that on the starter relay is where the cranking voltage is applied to the coil while cranking.
