63 gt still wont start

I got my new balancer, and slid it on. I put her on tdc and with the key on i turn the distributor just slightly until i hear a little pop inside. then i try to fire her up. I do not think shes getting fuel, or my distributor is still off a little. I may need to take the fuel pump off and give it a clean up. I am so close. She has been sitting so long. Also my negative batt. terminal smokes if i crank it too long.. I dont know, i need to get fuel to the carb. i dont think its getting any. it pops an awful lot while spraying staring fluid, but still wont start. she even caught on fire for a split second. the fuel pump may need to come off. She also seems slow cranking. my batt was 12.6 to begin with. I lubed up the cylinders so they did not stick. She was rebuilt, and sat for a long time, then i got her/

Just thought I'd chime in here. Everyone seems to have you on the right track on the timing. I just thoght I'd mention that the smoking negitve terminal indicates a high resistive connetion at the terminal (the terminal is loose or dirty). Clean and tighten both positive and negative terminals and you should be fine.
