Delayed reaction in starting?

I have a 74 Dart. I knew the ignition was messed up when I bought it, but thought I could fix it for $12.00..........I would have to start the car with a hand held push button starter, which sucks!

I installed a new ignition, and the car will still not start. I did notice that if I held the key in the start position, after about 4 seconds it will start? :scratch: I have never seen this problem before, can anyone help me with this?
