The oil is usually from the intake bolts, if you cant see it running along the valve cover. The plug oil could be from the cylinders (plugs would be wet looking, and threads all the way up would have a black oily coating) or from he valve covers. If you have weak rings, crankcase pressure will force oil out all over the place. The compression test will help.

When I first got my car I noticed that there was oil puddling up on the intake and couldn't see where it was coming from since along the valve covers looked dry. Then as I looked into it further I noticed that the oil seemed like it was coming from the intake bolts. I took one out and as I was pulling the bolt from the intake a large drop of oil dripped off the end of the bolt. I took out each bolt one at a time and reinstalled them with some red rtv sealant on the threads and the problem was gone.
