Need advice on rust issues

Since I don't have any real experience in welding or metal work, neither have I any experience with paint jobs, I feel really intimidated about fixing the rust issues on my Duster. Money is really tight too. But I hope I can have it done by a pro in the future.

Meanwhile is there anything I can do to keep it from getting any worse or even fix it temporarily and spot paint it?

depending on how bad the area is it needs to be either cut out or sandblasted till there is no rust... then you can prep and paint...

anything you put over it will do the same thing...

just save you money till you can do it thru and thru
 
also that color looks to have some pearl or something in it... that can be a real PITA to blend... do you have the color code for that paint?
 
I guess I already knew that would be the answer, but felt a bit desperate at the moment as usually when money is tight. I can work out mechanical things just fine, but welding and painting never was my thing! The car have been repainted at some point earlier, and I have tried to find the color code. It could be amber green poly.
