Limp Pedal

Having problems bleeding brakes, I have fitted new master cylinder (drums all round 69 cuda-with booster) Pedal is limp and sits on floor (can move it up and down) suprised that there no return spring (GM background) accourding to book, back pressure from master cylinder holds pedal in place is that right? but should'nt the spring in the booster push the pedal up into the operating position? or do I have other problems?](*,)

Nah, you just have lots of air in the lines.
Look into pressurized bleeding.
It's done from the wheels up instead of the master cylinder down.
One pretty much needs to know specifically how to bleed brakes otherwise.
