Know what the code says and use it to your advantage.
In our area code enforcement can not enter on the property unless invited, period. If they can't see it from the street, they can't do anything. If the neighbors allow them in their backyard and they can see over the fence, they can work off that.
My area city code says the vehicles must be parked not touching native soil and on concrete. It does not say the composition of the concrete. They hate pavers but it works. Crushed concrete aggregate also meets the standard as much as they hate it.
Knowing the code can help you immensely.
