under dash dilema

Rust-oleum made a product called metal saver rust reformer which they say converts rusty metal to a protected, paintable surface. I have a 8oz. container I picked up at a yard sale and it has a date of 1990 on it so I don't know if they still make it. They say to apply it with a pad or a brush. Might work for you. Also, can you tell me how to remove the dash pad? Is it fairly easy? I don't see any screws or bolts on mine but I haven't really gotten into yet.
