how to choose the right size turbo / super charer

Forced induction 101:
Is it merely a matter of saying a 2.5L engine uses one size "X" turbo, so a 5.0L should use one twice as big? Is this different in a twin turbo set up? Is there a mathematical jumble of numbers that calculates each one of these types of set ups? If so what is it? I understand bigger is slower to respond but too small limits capacity/volume.
Supercharger size, same question: how much is too much and how much is right vs too small?

My application is for a non-electronically controlled, non-EFI, blow through carb set up.

Please educate me. Forced induction is a new area for me and I'm considering it as a new adventure.
