ignition cylinder issue or not?

I am replacing the ignition cylinder on my 70 Duster. I slid the new one in, looked right so I turned it. Felt good, until I went to take the key out. It stops one click short of being able to remove the key. In a newer car I would say I have to put my foot on the brake, or push a lever or something. I have no lever in the Duster, but do I have to have power hooked up or something to get the key out? Or did I just screw something up.
