I can't comment on Pennsylvnia laws but there are some laws on the books that do not allow pest infestations on private owned property. This may be the case here that it is the land owners responsibilty to make sure no beaver dams are constructed on their property.

For example were I live I am not to let certain weeds grow on my property and if they do it is my responsibility to get rid of those weeds. If I don't Noxious Weed Control (yeh, that's what they are called) will notify me that if it is not taken care of they will come out and do it and charge me.

Now if it is the case of the government being stupid, which is a very high possibility then I would not have spent as much time responding to government that Ryan did.
