Ram tow vehicle

I've looked at a couple different trucks for a new tow vehicle, I looked at at '04 ram cummins. The truck appears to be rated at 13500 towing capacity and I also looked at at 2006 with a tow capacity of 10500. They both have 373 gears and are automatics. Does anyone know what makes the difference in the 2 towing capacities?
