14x5.5" rims were standard equipment on early A body cars that came with disc brakes, which I believe were not available until 65. The added depth of the 14x5.5" was needed to clear the caliper, which is not an issue with drum brakes. Maybe SSVDP will chime in with some paperwork to show, although I think the paperwork oldschool has provided should get you past the feds!! Never heard of "technical surveillance regulations", and frankly don't think I want to hear more. Sounds like a bit of gov't intervention that shouldn't be so, causing you to not be able to upgrade your rims and tires to 14", which IMO are much safer than running 13's.
