Since when does the state require pics for collector cars? Back when I was getting plates the only requirement for being considered stock for collector plates was you couldn't have any option on your vehicle that, that year didn't come with production wise. For example my Dart sport stock had slant 6 but I swapped it out for a 360. I called them up and asked them before I got my plates if this would disqualify me from being stock and it was ok since 360's were an option for my year. They could have cared less about the fact the engine was no were close to stock performance wise. I know lots of guys running collector plates on cars that I would not even consider anywhere close to stock. From my experience they make a big deal out of the whole process but in the end as long as they get there money they don't seem to care.
