Will it give you the extra tenths you need? Maybe. I am running a Holley 750 on my 360 block 408 stroker. I just put it on and took off my 800 cfm Edelbrock. The car is noticeably slower, even after adjusting it over the last few days. I believe your 650 is too small and it will be to your advantage to dump in some more fuel.
