Lien/Hold on Dodge Dart 75

I am no lawyer, but wouldn't parting out a car you don't own be as much of a crime as re"vin"ing it ?

If I had a lien on a car and found out someone was parting it out I would press charges.

I think negotiating with the lien holder is the only option here,
