New lifter install help me understand

Looked at some other lifters and all of them acted the same way, able to push the plunger with my finger.

Took the new lifter apart and it did have oil from the motor in it. I cleaned it out to make sure there wasn't a piece of trash in it .

Poured some oil in the bottom of the (lifter) cyl. and kept putting a bit more until I could just depress the plunger enough to get the retainer in. I used by drill press which made it little easier.

Dropped the lifter back in put everything back together and fired it up. Not as noisy as before but still too noisy. Varying the RPMS it steadily got better and it seems all is well now.
