Yes it can be 4x4 and not have locking hubs you have to add those. Another way to tell if it is 4x4 is if it has an axle under the front of it.
If factory yes it will have a TQ but could use and adapter plate and put on an eddy or holley or they changed the intake. Could you post some pics?

Really? If it has a front axle.lol . Smog heads are an easy fix. Some are tapped for 1/4 inch set screws. If not its easy enough to do. They use a slip 4x4. It only grabs when the rear loses traction unless you lock it in with the lever inside. In the head on pic you can see the front spring hanger and the diff pumpkin to the left of the tag.
