340 = engine displacement (duh)
P = premium fuel
3038 is Friday, November 21, 1969 (date engine assembled)
0144 is engine built that day at that factory

So this is out of a 1970 model vehicle. The block VIN might or might not help attach it to a car model. They normally are about 3 to 6 month difference from cast to build, but not always the case as supply and demand also effect this.
