You mentioned keeping the car streetable. A high stall converter will help you get off the line quicker, but from my experience, it will also kill any fuel economy you had. So, that's one trade off you need to consider.
maybe in 1970 or some off the shelf cheap garbage out there .. new quality converters are very efficient and most times will be tighter on the street then some garbage tighter converters..
