Not charging with headlights on

I did all the tests and that is result:
When green field wire not connected, 12.9 at battery and 12 at black cable on regulator.
With engine running 11.8 at alternator big connector.
I suppose the alternator is not working.
Alternator is a round one labelled as reworked (made in Mexico).
Any advice
