in Texas when a car comes in from out of state not only does it have to have a state safety inspection, it also has to have a certified VIN inspection.
Are you telling me that your state law is so AFU that you cannot inspect the VIN and just get a title, THEN build the car? You people need to march down to Austin and raise some hell.
