Paint thinner on a red scotch brite pad to clean off all the old stuff and and then washed them off with hot soapy water, followed by some wax and grease remover then apply a few light coats of Adhesive Promoter then several light coats of Trim Black.

I saw in an article, someone using POR 15, but you'd have to do a 2nd coat with Blackcoat or Chassis Black for UV protection. Also not sure on the gloss of those.
