IMO, It will take a lot more cam than a voodoo 268 or comp xe268h to get a TRUE 400 hp out of a stock port 360. If the heads are ported and work well, then you may get there.

I'd be more in line with the biggest voodoo Hyd the old 60405

If you don't have an intake, I'd steer more towards an RPM or air gap over a torquer II.
