i tried your second option with Apple tech Supervisior. we ended up opening the command prompt and getting a log of itunes64 installing and they sent it to apple engineers. Should get something back this week.

Did he help you move a copy to where Itunes say's it's missing from then?
At this point it really couldn't hurt anything if it does not work for some reason.
It's also possible that after you copy that file into wherever Itunes needs it to be, that Itunes will move to complain about the next file that is missing.
Seen it before a bunch when a program is damaged.
