I know you are converting the front end over to earlier style but consider that if you are willing to accept '72 fenders then the side marker lights are identical to your '74 fenders meaning all you would have to do is fab up some small L-brackets to mount the top grill panel. Would save a lot of money.
If you are really wanting to go to true '70 front end then you could use 70-71 Duster/Valiant/Scamp fenders because the side markers are the flush mount style.
