valves ticking i think

Why don't slants have a cold static setting for the rockers? You would think that someone could make the setting adjustment for the difference in the heat. In other words, if the rocker setting is .012 hot, then it would maybe be .014 cold. Could someone take a properly adjusted overhead and then remeasure cold, engine off, on the base circle?
