As noted, Car & Driver stated that the 383/280 HP in the 1967 Barracuda 383 was 'purposely' rated at a low Horsepower
to get the 1967 Barracuda classed in a lower NHRA Class.

The skeptics were not so sure that the NHRA would accept a 280 Horsepower Rating, when the 'same' 383 4-Barrel was
rated at 325 HP in the Mopar B-Body cars.

Car & Driver could not find a {45 Horsepower} difference, and doubted whether the 'restrictive exhaust' could effect
the 383 that much.
