tuff wheel repair?

this a very easy fix.
get a large hypodermic needle from your local vet and mix up some 2 part marine style epoxy. (marine style epoxy is quite fluid)
from the seam inside the wheel inject a small amount of epoxy every inch or so right down at the steel core.Keep that part of the wheel down until that section sets up.Don't get in a hurry and don't use too much in any one spot.
.....regular white glue may also work but i have not tried it.
