Why are 318's low HP and torque?

As long as were:

A- beating a dead horse, and;

B- using oranges-

In 1993, the 5.2 Mag was rated at 235. The 5.9 Mag was rated at 245.

...and that's NET, so 250 is not out of the question at all.
