Even if he didn't know it was stolen when he bought it from the thief, that is a non issue; the car still belongs to the original owner. Ignorance is no excuse of the law. It was up to him to check / confirm that the car was not stolen.

A bill of sale has no value if the seller(thief) doesn't own the car he is offering for sale. I could sell you the Brooklyn Bridge and even give you a written bill of sale.

This whole thing is whack. The cops look like morons in the interview. A title to a vehicle is proof of ownership. The other evidence (police report of the stolen vehicle, etc) is supportive as well. This is no different than a mortgage deed to a property. Whoever has their name recorded on the deed is the legal owner. Period, Regardless of how many times the property may have changed hands, traded, or whatever.
