At 6'4" if I can fly from east coast to west coast without reclining, those who are under 5' should also. If they just made all chairs unable to recline it would fix this problem.
See, this is what's wrong with the modern America. We have people who think like you. The seats are supposed to recline, that's why they are made that way
The problem is not whether the seats recline IT'S THAT THE AIRLINES have scrunched too many seats in trying to get those last 4 people in the airplane
