Suggestions needed for a carb and convertor

Supposedly was pump gas however never got a straight answer on compression ratio. Got all the engine specs but don't know how to figure compression. I do know it's close to 11. So it should be close to pump, not against doing a mixture though. No comments on ignition? Remember it's a
7300 rpm winder.
