EM engines are not designed (normally) to make power in a chassis.
Not exactly sure what an EM engine is but I'm assuming it means the engine was built for limited use like short bursts on a dyno?
You may want to ajust the camshaft and valve spring pressures. Maybe static ratio too.
It has the Bullet dual springs 1.550 O.D,
