Roadrunner or Not

I talked to a number of old timers who are Mopar Maniacs and they were telling me stories about some special order cars that came from Windsor, Ontario Canada's production facility.

Both said that Canada did things a bit differently. That doesn't mean they didn't put VIN # on cars but that they took special orders.

Naturally, I'm concerned about the lack of the dash tag and VIN plate or I wouldn't have emailed the forum for help with trying to figure out this puzzle.
