If you can not use heat on it you can pack it in dry ice. Let it sit for a bit and the cold will often shrink the parts to break the rust bond between them. Last resort you can get a chemical rust remover to dissolve the rust. You would need to soak it submerged in the solution for some time, meaning days to a week.
