I'd do cam, the cam will make the biggest improvement
There's a build up were they do cam header and 4 bbl swap on a stock (low cr) long block 318. Headers with factory 2 bbl and cam gave 17? Hp and 4 bbl and a comp 262 cam increased to 282 hp.
