Since you say the 2-3 shift flares it's most likely loose because the band "seated in". Nevertheless you shouldn't just get in there and crank it down. You need to adjust it properly. It's such a simple thing to do correctly. Thought I saw Rustyratrod explain his way of doing it with a short wrench. Maybe that was on your thread about the throttle pressure cable. Search YouTube video's and I bet you'll find a hundred video's on adjusting bands
