new 3/8 sending unit is bottoming out in the tank?!

Okay so I couldn't find my tubing bender so I massaged it by hand and Tweaked it just a bit. It's still hitting the bottom but I'm just able to overcome the resistance to seat the flange.
It is very tight though and spinning the retainer is one hell of a chore. Even with the tank on the floor.
Do I have this correct?
