fuel pressure with eddy 1407 carb.

Are these carbs really that finicky with their pressures? I recently rebuilt the carb and now their is fuel dripping out of the venturis and it won't idle. I'm running a carter strip mechanical pump. I bought the carb used and there was alot of junk in it when i opened it up.
