fuel pressure with eddy 1407 carb.

Are these carbs really that finicky with their pressures? I recently rebuilt the carb and now their is fuel dripping out of the venturis and it won't idle. I'm running a carter strip mechanical pump. I bought the carb used and there was alot of junk in it when i opened it up.

Years back I bought a new 1407 for my 68 340 Dart that I once had. That carb gave me fits at idle until it was warm up. I tried a manual choke cable the the Eddy electric choke, but when ever the choke was partly closed at idle, raw fuel would flow out of the the main venturi tubes. I called the Eddy tech line and they said that the fuel pressure should not be any higher 5.5 psi. I added a fuel regulator, but it did not seem to help.
