Cluster regulator varying output

Here's the deal. All the original OEM IVR were pulsing just like a flasher. That is, they turn on and off rapidly to "simulate" a lower voltage. You should get yourself a modern solid state replacement. I got mine from RTE (Real Time Engineering) 9V is not enough to get the thing stable enough to test.

It's 12 volt made with 3 batteries a 9 volt and 2 double A's in series...

When I give the gauges 3 volts straight to their terminals they read like 95%
