it means someone had an accident with it and the insurance company decided the cost to fix it was greater then the value of the car, so they paid out a certain amount but kept the car and send it to a junkyard
someone then bought it from said junkyard, fixed it, and re-applied for a title, but because of the accident it is now considered a "salvage title"
